[Bug fix] Admin don't receive notification after just installation.

Bug of NP fixed.

Phenomenon / Condition:

Admin don't receive notification after just installation.

Cause:

  • "Admin" > "Notification" > "Server setting" > "Excluded users" = ON (by default)
  • "Admin" > "Notification" > "Server setting" > "Don't write for" = 365 (by default)

After installation, administrator do not write anything.

Deal:

I changed program. Moderator or higher users do not be excluded.
