[Tips] Measures of problem that Apache to crash if you compress CSS files on the Windows 

ThreadStackSize of the Apache for Windows seems very small (Default:256KB?).

You will be dealt with in two ways.

  1. Change Apache settinge
  2. Expansion of the stack size of the executable module

Reference

The default stack size of Apache for Linux is 8MB, this problem does not seem to occur on Linux.
