[Bug] CKEditor error at clean install

Advanced mode is not display.

Error:

Uncaught Error: [CKEDITOR.resourceManager.load] Resource name "widget" was not found at "*/qa-plugin/pqa-ckeditor4/plugins/widget/plugin.js*".

Cause1: pqa-ckeditor4/plugins/widget/plugin.js missing (Probably, it is a bug of CKEditor downloader)

Cause2: lineutils plugin missing (It's my mistake)
